Back With A Vengeance


In November 2008, voters in South Euclid decided there would be NO Point-of-Sale exterior inspections by a hefty 6,282 to 4,061 result. Now city officials are not only brazenly ignoring that decision - this time they’ve added interior inspections into the legislation.

A few observations as they appear from this vantage point:
  • If someone has lost the ability to pay for their home and it is going to be abandoned, it seems unlikely that anyone would stop off at city hall on their way out of town to register that house and pay the fee.
  • When the discussion of these homes comes up Housing Manager, Sally Martin offers demolition as the first solution.
  • By trying to seize such tight control of housing in South Euclid, city officials are attempting to manipulate the free market.
  • Is it legal for City Council to try and pass previous legislation that was denied by a vote of the people by giving it a new ordinance number?

Shameless In South Euclid

South Euclid rates city streets according to their structural condition. In late 2009, Mayor Georgine Welo held unadvertised invitational meetings with residents of some of the most poorly rated streets. According to city officials, the meetings were held to offer a presentation explaining the need for a road levy which will be up for a vote in May 2010. It is uncertain why all members of city council were not privy to those meetings or why those meetings were not made accessible to all citizens.

At the council meeting on February 8 it was revealed that in order to have the road levy on a May ballot it would require submission to the Board of Elections by February 18. This matter was about to progress through the legislative process without any general notification to the public had there not been intervention by Councilpersons Jane Goodman and Sunny Simon. A public meeting was requested. It was determined that the best and only time to hold that public meeting would be on Monday, February 15th at 5:00 p.m.

The only upstanding decision City Council can make at this point is to postpone the levy request until August or November. Bringing this decision to the public a mere ten days before the Board of Elections deadline is inexcusable. To rubber-stamp Resolution: 03-10 at this point would enable Mayor Welo to game the system of checks and balances which are in place for situations just as these.

Below is an exact copy of the home page from the City of South Euclid website as it appeared on Friday afternoon, February 12th. Four days after the hasty decision to actually have a public meeting, even though the meeting is at a time of day guaranteed to yield as little public participation as possible – “Fencepiration” is deemed more important than a pending tax increase. Ward 2 Councilman Moe Romeo determined his February 15th ward meeting required notifying his constituents through the use of the reverse 911 system.  So far reverse 911 has not been utilized to announce the road levy meeting. To date there has been no message regarding this public meeting on the electronic sign in front of city hall.

Mutual Loss Of Respect?

A resident who has previously expressed concern on MANY occasions regarding the lack of transparency of this City Council and Administration speaks his mind once again. This time he takes off the gloves and delivers a long overdue, well deserved and accurate assessment of the situation in South Euclid. There is no doubt that Ordinance: 11-10 was carefully crafted by city officials to circumvent the point-of-sale legislation which was denied by a vote of the people in 2008.

It is interesting to note that of all the people who have come forward to voice their opinions at the open portion of city council meetings, this may be the only time that SEO has ever witnessed such a bizarre response by city officials. It isn’t difficult to analyze the root of their “disappointment” with this individual. Both Mayor Georgine Welo and Council President David Miller express that this man could have called them to discuss his concerns. Why would they scorn this person for his honesty? Because he did so in the public eye. Period. The claim by Council President Miller that “innuendos” were made is not correct as the speaker was very direct and specific, and in the opinion of SEO – absolutely precise.

One Or The Other

Even as the private sector worker is made to work more for less pay— and these are people lucky enough to have retained employment—our local government finds no fault with expecting more money for doing less work. 
Mayor Welo fails to grasp this way of doing business is unsustainable.
