What about turning Victory Road into a trailer park? It could give the town more class.

Let me try to understand this. Was the City of Cleveland Port Authority giving money to South Euclid to build a shopping center in the first place? I thought this was a private deal with the city gathering up the parcels of land and selling it to a developer. I'm cornfused.
