Please, SEO, I hardly think that they ran out the clock. The reality is that the language in the petition was clearly in contradiction to the city charter and the city really couldn't do anything as a result.
They will use our own money against us and then make us dig further into our pockets to claim the right to control our own government. Sound fair to me, NOT.

The City sat on petitions filed in June until the last possible moment to act on them. 40 days. So yeah they ran out the clock.They left no time for the Citizens to recirculate petition with different language.
