According to the Ohio Bureau of Motor Vehicles in Columbus , “covert plates” such as the ones currently in use on the noted vehicles are obtained through the Gratis Department of the Ohio BMV. Those plates are issued at the discretion of the Registrar in accordance with Ohio Revised Code 4503.35.

Here is a copy of the accident report issued at 1:50 a.m. on December 7, 2007. The crash occurred after the firemen's Christmas party at Muldoon's.

Question: "Does the city have a policy or ordinance pertaining to the use of government vehicles for personal use?"
Answer: "Those vehicles are all legally registered in the state of Ohio."
