Good question. We will publish the entire text of Resolution 66-07 when it has been obtained.

All cities ask that the County advance them tax funds that the County is holding in the city's name. Instead of the County keeping the city's money until settlement, cities are allowed to have funds advanced to them prior to settlement. It merely levels out the receipt of tax revenues and allows the use of those funds as they are collected. This is very common and not a sign of fiscal weakness.
