Not Fulfilling Their Duties

According to Ohio Law:

"Duties Regarding Inspection and Requests for Copies"

"Once a member of the public has expressed an interest in inspecting or requesting copies, a public office has two basic duties under the public records law: to provide (1) prompt inspection of public records, and (2) copies within a reasonable period of time, if requested."

Below is a public records request sent via certified mail to the City of South Euclid on December 8, 2008. As of the date of this posting, the information has not been received. South Euclid Oversight will share this information as soon as it is obtained.

NOTHING WRONG ATTENDING A PROFESSIONAL EVENT IN ORDER TO KEEP YOUR SKILLS CURRENT,SHARE IDEAS AND EXPERIANCES WITH FELLOW PROFESSIONALS IN SIMILAR CAREERS.
I TOOK A PEEK AT THE NLC'S WEB SITE.WOW,SURE A LOT OF AGENDAS AND GOALS,PROGRAMS.FAR TOO MUCH TO ABSORB IN ONE SITTING.BUT,IN MY QUICK SCANNING,I REALLY DIDN'T CATCH ANY STATEMENTS,OR RECOMMENDATIONS RELATING TO THE PROBLEMS FACING OUR URBAN COMMUNITIES,CITIES ALSO FOR THAT MATTER.
IN FACT,THE NLC LISTED THEIR 5 LARGEST CONSTITUENCY GROUPS AS:
1. ASIAN PACIFIC AMERICAN MUNICIPLE OFFICIALS.
2. GAY,LESBIAN & BISEXUAL LOCAL OFFICIALS
3. HISPANIC ELECTED LOCAL OFFICIALS
4. NATIONAL BLACK CAUCUS OF LOCAL OFFICIALS.
5. WOMEN IN MUNICIPAL GOVT.

DO YA THINK MAYBE THERE SHOULD BE SOME PROFESSIONAL GROUPS LIKE
URBAN PLANNERS,ROADS AND TRAFFIC FLOW PLANNERS,CONSERVATION EXPERTS,
EXPERTS IN REDUCING ENERGY USE AND COSTS? I'M SURE THERE MUST BE EXPERTS IN ALL AREAS THAT CONCERN CITY GOVT.S AND PUBLIC SERVICES,THAT COME FROM THESE 5 DIVERSE GROUPS.BUT THE LISTING OF MAJOR CONSTITUENTS REFLECTS AN AGENDA OF SOCIAL ISSUES DEALING WITH VERY PERSONAL,ETHNIC,RELIGIOUS,AND SEXUAL PREFERENCE.THEY SERVE THEIR NARROW AGENDAS AND TRY TO FORCE ACCEPTANCE OF THEIR PERSONAL BEHAVIOURS AND BELIEFS.THIS IS NOT WHAT "PUBLIC SERVICE" MEANS.

It sounds like south euclid city officials don't want the public to know what the trip to florida was about or how much it cost us taxpayers? May they haven't responded because they are figuring/scheming away to FUDGE the expenses. Did anyone notice which officials were sporting tans after the florida trip?

I read your letter dated Dec 8, 2008, in which you ask for information concerning the city conference. I also read the State of Ohio's information booklet about open records.

It seems there is enough blame to go around and you have to accept some of it. Your information request is not specific enough according to the State's guidance. You need to ask for an identifiable record before you can claim they have not done their job. You may ask for anything you want, but if the city does not keep a record of it they don't have to create one to satisfy your request.

Also public records requests can not answer questions. You may be better served asking for general ledger entries related to a budget line and coming to an opinion after getting the specific record.

In my opinion, the city gets a C- for not helping you understand the process better and you have to get a D+ for not doing your homework.
