What is the definition of vacant? If you are having trouble selling your home and it sits empty for several months, is that vacant?

The way the legislation is written if you move into a new home before you sell your old home it can be considered vacant. The administration says they won't enforce it that way, but do you believe that statement, I sure don't

First, based on the results of the 2008 election, an injunction to prevent this from becoming law prior to a referendum on it would be rubber-stamped.

Second, any referendum on the law should also include the language "and prevent the city of South Euclid from enacting any future law or ordinance that imposes a requirement of inspection prior to transfer of title".

Third, as written the current law could be easily skirted by leaving a bit of furniture (the language says "substantially void of content") .. so maybe a dining room table, couch, and a TV .. and call it your "weekend home" or say you use it when your fighting with your spouse, etc. Just don't say you live there more than 50% of the time so you don't pay income tax in SE.

Well, if that's the case, I think I could live with this. Fact of the matter is, we've got three bank-owned homes on our street falling apart. So long as I can skirt this law when trying to sell my house, there doesn't sound like much to get upset about here. Or, am I missing something?
