Budget 2009

Something is gravely amiss on Page 186. Is this actually the FINAL budget? The whole thing appears to be a preliminary working copy, based on crossed out and handwritten numbers on several pages. Note the asterisked remark on page 186 -- *-Phase II is anticipated to cost $3,000,000 and will be done in 2003. It is not part of the Issue II project and will be paid from Flood Control.

OK, last time I consulted my calendar it is currently 2009 -- could they mean 2013?

Also, it appears the budget was created in a spreadsheet (either Lotus 123 or Excel). When #VALUE! appears in a cell, it means the cell's formula is incorrect. Also, the column has been shrunk to fit the page, making it impossible to read the heading of the middle column.

Wonder what the "corrected" final version looks like, don't you?
