Councilperson Robert Hartigan deserves high praise for steadfastly dissenting to more public dollars being used to purchase additional real estate without a clear strategy. Mr. Hartigan points out the money already in limbo at Cedar Center. South Euclid’s Housing Manager justifies the process by claiming, “It’s not our money.” Amazingly, this sentiment is echoed by Councilperson Goodman. The money being sought is from the Cuyahoga County Neighborhood Stabilization Program. Mr. Hartigan reminds the other council members, “It’s somebody’s money and I think that we should be spending it wisely.” Indeed.

I read about this and I don't know why you're being so critical of this effort. What do you expect cities to do to get out of this foreclosure mess? Wait until the properties really go downhill, as well as the properties surrounding it because people leave because of the neglect? As a matter of fact, South Euclid is not doing anything different then other cities that have been affected by predatory lenders. Thank you to City Council for knowing what has to be done. Mr. Hartigan obviously doesn't want to spend grant money to help repair homes. What does he propose to do? What plan did he lay out? In this case, I think him being the "Odd Man Out" is totally appropriate.
Section 2 of the ordinance says: "It is herby found and determined...". Does that mean Rosemary and Basil were involved?
For cryin' out loud! You'd think a city's legal department would perform detailed proofreading. Spellcheck doesn't work when it's a usage problem. HELLO!!
Regarding the Anonymous comment of 9/20/09 5:57 PM: Did you just read THIS article, or did you click on the link and read about the original Ordinance? The link "South Euclid Municipal Realty Company" gives an in-depth background on the reasoning behind the original Ordinance 09-09. After thoroughly checking out the linked article, your opinion may change regarding the city's motives.
WOW!GREAT COMMENTS,AWESOME,CHALLENGING ISSUES.I FEEL STRONGLY BOTH WAYS ON THIS ISSUE!(LIKE THAT?)
FIRST,I DON'T SEE OTHER CITIES RUNNING OUT AND BUYING UP ALL THE FORECLOSED/ABANDONED PROPERTIES IN THEIR CITIES.
AGREED,SPELLCHECK CAN'T CORRECT THE INTENT,PURPOSE,OR USAGE OF WORDS IN ANY DOCUMENT.
DOES JOHNNY APPLESEED,SO,SEW,OR SOW HIS APPLE SEEDS? BETTER BE CLEAR ABOUT YOUR INTENT!
AND ORIGINAL PURPOSE OF 40-09,,,POWER.IT'S ALL ABOUT CONTROL AND POWER.
WHAT I DON'T READ,IN 40-09 IS
WHAT ARE THE LIMITS? 25K FROM THE GEN.FUND,50K FROM GRANTS,PER PURCHASE? UP TO AND UNTIL EVERY PENNY THAT THE CITY CAN WRING OUT FROM BOTH SOURCES IS EXPENDED?
AND SECT.3 STATES "ONLY AS AN EMERGENCY MEASURE....TO PRESERVE..PUBLIC PEACE,HEALTH,AND SAFETY",AND I ASSUME,BECAUSE IT IS NOT CLEAR TO ME IN THIS ORDINANCE;THAT OUR COUNCIL WILL MAKE THE DETERMINATION AS TO WHAT PRESENTS THIS THREAT TO THE COMMUNITY THAT REQUIRES
"IMMEDIATE" ACTION AND
PURCHASE OF THIS PROPERTY.
PROPERTY OWNED BY HUD,SOME BANK,OR LOAN CO. WHY NOT JUST HOLD THEM RESPONSIBLE?
IS SALLY MARTIN GOING TO BE MAKING THESE DETERMINATIONS ON HER OWN? WILL SHE BE HELD RESPONSIBLE WHEN OUR CITY IS STUCK HOLDING ALL THESE WORTHLESS PROPERTIES,PURCHASED AT THE TAXPAYERS EXPENSE? WILL SHE HAVE TO UNLOAD THEM TO THE ENTREPENUERS FOR EVEN LESS THAN WHAT "WE" BOUGHT THEM FOR?I'M SURE THE "HOME MAKEOVER","FLIPPERS","REHABBERS" ARE JUST SITTING BACK,LICKING THEIR CHOPS,WAITING TO COME IN AND DO WHAT THEY WOULD HAVE DONE IN THE FIRST PLACE,ONLY AT A QUARTER OF WHAT IT WOULD HAVE COST THEM.
IS THE CITY GOING TO REHAB & RESELL THESE PROPRTIES? ARE THEY GOING TO SELL EMPTY LOTS TO BUILDERS?
I SEE NO PLAN!I SEE NO FUTURE ECONOMIC GAIN.
ALL I SEE IS "GRAB,GRAB,GRAB,,,EXTEND THE TENACLES OF GOVT.,EXTEND INFLUENCE AND CONTROL,NO MATTER THE OUTCOME.
SPEND WHAT THERE IS,TAKE AS MUCH AS IS OFFERED,WORRY,HAH,WORRY,,,
WORRY ABOUT THE CONSEQUENCES LATER.
HELL,EVEN THEN,JUST AS NOW,TO NOT TAKE FULL ADVANTAGE OF A CRISIS IS A WASTED OPPORTUNITY.
BACK TO THE FIRST BLOGGER,YOU FOOL.I'M SORRY,BUT SINCE WHEN IS THE CITY IN THE HOME REPAIR BUSINESS?WHEN DID YOU LOSE ALL SENSE OF RESPONSIBILITY AND FREEDOM THAT BUILT THIS GREAT,GREAT,COMMUNITY,AND COUNTRY?
SINCE WHEN DID WE GIVE ALL OUR PROBLEMS,FAILINGS,AND PERSONAL RESPONSIBILITIES OVER TO THE GOVT?
AND YOU THINK IT'S A GOOD THING.
LET ENTREPRENEURS BUY THE HOMES.IF THERE IS MONEY TO BE MADE,THEY WILL COME.IN THE MEANTIME,DO AS I WOULD DO.IF THE HOUSE NEXT DOOR TO ME WAS ABANDONED
I WOULD CUT THAT LAWN WHEN I CUT MINE.I WOULD MAKE SURE NO KIDS,OR VAGRANTS TRIED TO TAKE IT OVER.I WOULD MAKE SURE THE DOORS WERE LOCKED.I WOULD DO WHAT I COULD,TO KEEP MY COMMUNITY SAFE,AND SOMEWHAT PRESENTABLE.SURE YOU CAN'T FIX A GARAGE FALLING DOWN,OR PLUGGED UP GUTTERS,BUT DO WHAT LITTLE YOU CAN.DON'T BE SO GLIB,AND TRUSTING THAT OTHERS WILL DO THE RIGHT THING.THINK,CITY VS. PRIVATE INVESTOR.CITY,TAKES LOWEST BID,CONTRACTOR DOES CRAPPY WORK,SELLS CHEAP TO SCUMBAG FAMILY.YOU HAVE TO LIVE NEXT DOOR TO THEM! YOUNG CARPENTER,EAGER TO REHAB HOME,BUILD HIS REP,DOES GOOD WORK,NOT ON THE CHEAP,TAKES PRIDE IN HIS WORK,CARES ABOUT HIS BUSINESS' REP,SELLS FOR HIGHER $,NICER FAMILY,ALSO TAKES PRIDE IN THEIR NEW STARTER HOME.YOU LIVE NEXT DOOR.NICE FAMILY,(HOT YOUNG WIFE???)YOU ARE HAPPY!
I THINK I'D TAKE THE SECOND.ALWAYS A CHANCE THINGS COULD REVERSE,YEAH,RIGHT.I'LL TAKE THE SECOND.
SORRY FOR GOING ON SO LONG.
KEEP THE DIALOGE AND IDEAS FLOWING.WE ALL CAN AGREE ON ONE THING,WE WWANT S.E. TO STAY A GREAT PLACE TO LIVE.
It looks to me like an attempt to keep Section 8 housing out of SE. At $75,000 these are not delapidated, tear down homes, but an attempt to control who lives in SE. I wonder if they ever thought who they sell to can turn around and rent it to Section 8 people after City Hall fixes up the property.
Interesting post Sep. 24th.
Maybe Mrs. Whitemore of Greenvale Road fame will get back into the house rentin bidness. Wouldn't that be a kicker.
