Residents on South Belvoir Boulevard are displeased about excessive speeding in their neighborhood. They collected signatures on petitions and presented them to City Council along with their concerns.

"Speed is perception," is what we've heard the police and city government say over and over again. They keep telling residents that speeding is not a concern in this city. They keep saying that 99% of the cars (from their speed collectors) are within 10 m.p.h. of the speed limit.
And yet, they're pushing for traffic cameras.
Maybe they'll get video of a kid getting run over on their new cameras.
In my area of South Belvoir, which is between Elmwood and Mayfield, there is a lot of blatant speeding. The stretch of Belvoir that runs from Monticello to Cedar should be rezoned at 25mph or at most 30 - and it should be strongly enforced. I can see a 35mph limit for Warrensville Center and Green, which are largely straight shots. But Belvoir is a curving road with visibility issues. There have been several accidents in the year since I've been here. Sure, no one has been killed...yet. That's no reason to avoid addressing the situation.
Confused people. Sound is the variable. Louder sounding vehicles tend to sound like they are speeding.
25 MPH is a ridiculous requirement for any stretch of South Belvoir. Enforcement is key. I don't doubt that people speed on the northern stretch of the road, however, look what happens when you put enforcement tools out there. Suddenly the vast majority travel at a safe speed and there are no accidents. Write some tickets, get some patrols out and people will slow down. It's not easy. Changing the number on the sign isn't going to do jack. People speed just as much on the 25 MPH stretch in Cleveland and East Cleveland and that's an even curvier section.
